Based on this policy, we plan a detailed schedule for the bidding process and designate candidate companies for the inquiry. We request estimates from at least two companies to create a competitive environment and allow for the selection of a supplier.

Creation of Bid Documents
In addition to the technical specifications confirmed in the basic design, we set and document estimate conditions for key elements such as qualification requirements, scope of services, guarantees, defect liability, and delivery conditions which are crucial for smooth project execution. We also prepare a bidding guidelines document that summarizes the required documents and formats to be submitted by suppliers, as well as points for technical proposals, thereby ensuring that all necessary materials for the estimate are in place.

For suppliers with diverse requirements and targets, such as construction companies, we hold bid explanation meetings to explain the contents to the potential suppliers.
Q&A and Clarification
We aim to clarify and standardize the content of the estimates by answering questions from suppliers regarding the estimate specifications and addressing inquiries about the documents submitted by suppliers.

We conduct cost assessments and technical evaluations of the estimates, and if necessary, hold supplier presentations to finalize the selection of the supplier.

Proposing the Optimal Procurement Plan
Production facilities are composed of various element technologies, and naturally, the number of vendors involved is extensive. For example, if you place an order for all of these elements with a construction company, the total project cost will increase. By issuing direct orders from the client for items like pharmaceutical machinery, the total cost can be saved, but it will require the client to provide information and conditions to the construction company, thereby increasing the client’s workload.

In addition to the design documents that specify requirements, we prepare bidding guidelines that consolidate the requirements for bidding operations, bid submissions, and proposals. We also create procurement specifications that compile contractual requirements such as the scope and content of services, and warranty coverage.
We conduct bid explanation meetings, distribute bid documents, and handle the exchange of questions and responses on behalf of the client.
Evaluation Based on Thorough Clarification
We review the estimate documents submitted by each construction company and equipment manufacturer to ensure there are no omissions or misalignments in understanding the requirements, thereby preventing additional claims after the start of construction. Furthermore, we verify and understand the differences in estimate specifications and conditions among each company to ensure that all companies can be evaluated under the same conditions.
In addition to technical proposals and suggestions for construction methods and schedule shortening, we prepare an evaluation sheet that includes value engineering proposals (alternative plans to save costs while maintaining functionality) as an evaluation standard. This provides clear data necessary for the client to make a decision on the construction company.
