On October 14, CM Plus concluded a Memorandum of Understanding with HIS Toyyiba Sdn. Bhd. (HIS Toyyiba), a consulting company under the Selangor State Government in Malaysia to provide services in the Halal field.
Following the signing ceremony, an MoU exchange ceremony was held at SELHAC, an international exhibition of Halal-related industries, in the presence of Mr. Amirudin Shari, the Chief Minister of Selangor.
This collaboration enables us to offer consultation services for constructing manufacturing plants in Japan, as well as assistance in obtaining Halal certification and manufacturing approvals from authorities worldwide. Furthermore, we will continue to support Japanese companies in achieving Halal compliance by providing education and training services accessible within Japan.

Islam is one of the world’s three major religions. Its followers, known as Muslims, adhere to strict guidelines. Businesses producing food and medicines must also comply with rigorous conditions, encompassing everything from sourcing raw materials to manufacturing. The vast Halal market for Japanese companies exploring overseas markets cannot be ignored. It is no exaggeration to say that Halal compliance has become one of the most essential requirements.
A significant portion of the world’s growing Muslim population resides in Southeast Asia. The region’s economy is projected to surpass Japan’s GDP by 2030, driven by strong consumer spending, active private investment, and a recovery in exports following the COVID-19 pandemic. In light of these factors, many Japanese companies are expanding their operations into Southeast Asia. The number of Japanese companies in the region is expected to increase from the 15,807 reported in the Ministry of Foreign Affairs “Survey on the Number of Offices of Japanese Companies Overseas” (October 2023).
It is widely recognized that obtaining Halal certification is essential for entering the Halal market. However, there are no international standards, such as ISO, and each country has its own certification body and system. This lack of uniformity complicates the assessment of market potential and size. Furthermore, despite more export and logistics supply chain options, finding reliable partners to secure manufacturing approval from local authorities and establish manufacturing facilities in each country has proven challenging.
A Memorandum of Understanding (MOU) for Halal certification services has been signed with HIS Toyyiba, an organization affiliated with the Selangor State Government. HIS Toyyiba has strong connections with JAKIM, the Malaysian certification body known for its strict Halal certification standards and mutual recognition agreements with authorities worldwide.
CM Plus excels in construction, consulting, and educational training support services for manufacturing facilities that must adhere to stringent requirements for pharmaceuticals, medical devices, regenerative medicine, cosmetics, food products, and other life sciences-related items. With our headquarters in Singapore and subsidiaries in Indonesia and Vietnam, we have extensive experience supporting projects in overseas markets, particularly Southeast Asia. Many foreign companies have established manufacturing bases in the state, mainly in the food and beverage manufacturing and life science industries. Japanese manufacturers are also actively expanding their operations in the state. With the investment support of Invest Selangor, the expansion of Japanese manufacturers into the state is expected to accelerate further.
We participated as an International Strategic Partner at SELHAC (The Selangor International Halal Convention, https://selhac.my/ ) ), an international exhibition of halal-related industries, held in the state from October 16 to 19. The opening ceremony was held at the Selangor International Halal Convention (SELHAC). At the opening ceremony, we expressed our commitment to supporting Halal compliance in Selangor, Southeast Asian countries, and Japan.
